History:
Lincoln Self Reliance, Inc. has been in operation as a Section 501(c)(3) corporation since July 2000. LSR, Inc. maintains physical facilities in Diamondville, Kemmerer, Afton, Thayne, and Evanston Wyoming. The Administration Office is located in Afton Wyoming.
Lincoln Self Reliance, Inc. is excited to share are accomplishments and successes that we have all been a part of this past year. LSR has continued to receive strong support from communities where LSR service programming is provided. LSR is also very appreciative of our great employees. LSR Board of Directors, management personnel, and stakeholder are forever grateful for our Direct Support Professionals. They continue to be the lifeblood of programming services and without them, the great services received by persons served would not be possible. LSR is also thankful for our administrative employees and management personnel.
The Afton Thrift Store employees continue to run a quality second hand store that has continued to produce needed revenues for client programming overhead costs that is not being covered fully by Medicaid dollars. A big thank you to families and clientele is also warranted. LSR’s clientele is wonderful to work with and seeing the growth and friendships that are made and support received from clientele families is greatly appreciated.
LSR purchased an additional Community Living home in Evanston. The home will accommodate three clients with no mobility issues and one client with wheelchair. A bathroom in the home was remodeled to for ADA accessibility needs.
An awning was installed between the front home and back apartments at the Morse Lee home in Evanston. The awning will reduce rain and snow from creating walking hazards for staff and client to walk between the two buildings (pic below).

The parking lot at the Evanston office and Day Programming site was getting tight on vehicle parking spaces. The parking lot was expanded allowing for nine additional vehicle parking spaces (pictures below).

The Wheelchair lift in the Afton shuttle bus was replaced with a new lift (pic below). Also, LSR replaced an aging transport vehicle with a newer vehicle at the Evanston location.

LSR’s thrift store located at 1038 South Washington, Afton, continued to have another banner year. Donations from the local community continued to increase with the space in the store overflowing with donated items each day. LSR employed seven thrift store staff and two LSR clients throughout the year. Gross revenue from the thrift store for the fiscal year was up again substantially from the past year. The FY ended with LSR having $331,253 in total sales.

Mission Statement:
It is our mission to provide training and support to individuals with disabilities so they may achieve maximum potential for self-reliance and active participation in the community.
LSR Outcomes:
- In a satisfaction survey conducted in December 2024, stakeholders indicated 100% overall satisfaction with Adult Day Services; and, 100% satisfaction with Community Living Services.
- LSR did not have any formal grievances filed by clients or stakeholders during the fiscal year.
- LSR provided 19,332 transportation rides during the fiscal year.
- In an employee satisfaction survey conducted in December 2024, respondents indicated 85% employment satisfaction working for LSR.
Programs and Services:
During the fiscal year ending June 30, 2025, LSR provided services to 58 individuals.
- Thirty-two (32) individuals received Community Living services through LSR.
- Fifty-four (54) individuals received Adult Day Services & Community Support Services through LSR.
- LSR also provided personal care, supported employment, respite, companion services, and transportation services during the fiscal year.
Leadership:
LSR, Inc. maintains a Governance Board of five to ten members from various backgrounds and communities in Lincoln County. LSR, Inc. employs an Executive Director, Darrel Skinner, MSW, to manage the day-to-day operations of the organization. Board members serving at the close of the 2024-2025 fiscal year were:

A financial audit of LSR records for the period July 1, 2024 to June 30, 2025 was completed by DeCoria & Company PC, Certified Public Accounts. The audit found no significant financial irregularities for the fiscal year.

CARF Accreditation:
LSR, Inc. maintains CARF accreditation for Community Integration; Community Housing; Supported Living; and, Community Employment Services: Employment Supports. LSR received a Three Year Accreditation at the conclusion of our accreditation survey conducted in November 2022. In the Fall of 2025 CARF extended the accreditation expiration date to June 30, 2026.
“CARF accreditation is a process that demonstrates a provider has met standards for the quality of its services. CARF established these standards to guide providers in offering their services. CARF also uses the standards to evaluate how well a provider is serving people and how it can improve.”
